      Great question – it’s because of a mixture of wind resistance, and surface tension. If water fell as a sheet, the passing air would break it up – as it has no great strength. The droplets then try to form spheres (surface tension) but the spheres are deformed as they fall through the air (wind resistance). Eventually, you reach a balance – and get raindrops, but only up to a certain size..
